Director, State Government AffairsJOB SUMMARYThe Director of Government Affairs will be responsible for developing, coordinating and implementing government affairs strategies and activities that advance the company's interests primarily at the state and local level. The job may include representing the company before state and local governments and administrative agencies, franchising and procurement, community affairs, as well as strategically planning, managing and executing other activities and events that advance the company's overall objectives. The following offers more detailed descriptions of the kinds of responsibilities associated with the position.MAJOR DUTIES AND RESPONSIBILITIESActively monitor, analyze, and assess the impact of pending and potential regulatory proceedings on the company and manage strategies to further the company's business objectivesResponsible for managing government regulations, monitoring regulatory proceedings, and maintaining positive government engagement; interface with agency officials as well as with the organization to actively understand and improve overall business impact of regulatory decisionsContributes to and support Charter's government affairs and public policy strategies and tacticsDevelops, builds and expands relationships with public officials and other influential policy makers at the federal, state and local levelWorks collaboratively with supervisors, peers and outside consultants to develop and grow grass roots and third-party support for the benefit of the company and its interestsDevelops budgets and effectively plan and execute initiatives to grow the company's image within the communities managedAssists in the development and management of the company's political contribution strategies, where permitted under applicable lawRepresents the company before external constituencies, including elected officials and other state and local government agencies, commissions and authorities, and organize and represent the company at community events and other external functionsDrafts, analyzes and/or presents legislation, franchise/contract language, amendments, and testimony as necessary and perform legislative and regulatory advocacyManages outside counsel, consultants or lobbyists as necessaryManages interactions with local governments on permitting, right-of-way and other local concernsReviews, interprets, and communicates terms and conditions of franchises, franchise-related agreements, and other contracts for implementation to ensure compliance with legal and regulatory obligationsResponds to and monitors resolution of escalated complaints from local, state or federal government authoritiesManages franchise renewal and franchise transfer efforts for assigned franchises consistent with the strategies and policies for the companyPrepares franchise renewal applications and supporting data for renewal negotiations, develops renewal strategy and participates in franchise renewal negotiations with municipalitiesHelps identify government-related business opportunities and facilitate discussions with business and assist them in developing responses for government procurementREQUIRED QUALIFICATIONSSkills/Abilities and KnowledgeAbility to read, write, speak and understand EnglishAbility to communicate orally and in writing in a clear and straightforward mannerAbility to handle multiple projects and tasksAbility to make decisions and solve problems while working under pressureAbility to read, analyze, and interpret legislation, regulation, contracts, franchises and legal documentsAbility to use personal computer and software applications (i.e. word processing, spreadsheet, presentations, etc.)Ability to work independently, but also collaborate effectively with colleagues, peers and other internal and external constituenciesAbility to exercise of independent judgment and discretion in matters of significance and operate with integrity and within company values; maintain high standards for ethical practiceKnowledge of cable, telecommunications and broadband products, services and regulation preferredBackground in law or public policy requiredUnderstanding of state and local governmentEducationBachelor's degree in a related field or equivalent experienceRelated Work Experience* Advocacy, lobbying and negotiation skills.* Political/government relations background.* Understanding of state and local government.* Generally 8-10+ years of related experience in the cable or other regulated industry, government, public policy or legislative arenas.CERTIFICATIONS AND/OR LICENSESValid driver's licenseSatisfactory driving record within company standardsAuto insuranceWORKING CONDITIONSNormal office conditionsFrequent travel requiredAble to work nights and weekends, variable schedule(s) as necessaryVision ability close vision, peripheral vision, and ability to adjust focus
